Call Meeting to Order
The meeting was called to order at 7:01pm. Board members were present: Lisa Monachella (Secretary), Sara Feldmeier and President Carol Fine. All board members present introduced themselves. Mike Moore, city council member, introduced himself. Everyone was reminded that the Board reviews and agrees upon the minutes before the next meeting so we can have them posted before the next meeting. Copies were still available at the meeting and homeowners were asked if anyone had questions or concerns about them. No one objected and no edits were requested.
City Council Person Report
MIke Moore provided an update. Mall ground shaping and infrastructure going in. Ground moving equipment has been seen. Down from the mall next to the library, property sold for 108 townhomes (Tristar Properties) which are expected to be completed by the end of 2028. Mike Segal who is a former Chesterfield City council member, knows what the council will be looking for. There will be a 3.5 acre park going in. There were concerns about a historical grave that was in the area. The information Mike has was the grave had been carefully moved to a more respectful location.
This is the last year for the pool. Last year a consultant was hired and there were two open houses to show ideas. An opinion survey has been sent. More community involvement is to be expected. Other cities/communities have been looked at with regards to what they have done. The survey results show residents did not want anything indoors.
Discussion of Subdivision Matters with Mike Moore
Mike agreed mini bikes were a concern among residents not just in our subdivision. Voices agreed to report to the police the information the board has collected. The big concern is what are the consequences. Many feel reporting is not going to do anything. The board has videos and pictures of kids riding these in the subdivision which we can turn into Chesterfield. A reminder about the commercial sign ordinance was mentioned. Mike did say signs in the right of way are not allowed and police and code enforcement has the right to remove them. However, they will not go on to property to remove signs between the right of way and the house. Chesterfield’s tree trimming ordinance was clarified. Homeowners have the right to trim trees that are hanging over their property even if the trees are in the right of way. With that being said, Mike still recommends reporting the tree to Chesterfield first in case there is something Chesterfield can do. The city’s street tree planting program sign up ends May 30th.
One resident mentioned snow routes and cars parked on the streets. Mr. Moore said the city does not proactively patrol for that but should be reported to the police when observed.
Financial Report
Opened the floor to anyone with questions. None were asked. Two largest areas for the year are trees/landscaping along with Legal. Legal expenses will still be needed as the indentures are still being developed.
Common Ground
The board opted to walk the accessible areas to see what if anything needs to be done. The first walk has taken place, stopping at four places. The age of the trees is showing. Trash and dumping had been found. But the biggest issue is seeing the erosion along various parts of the creek beds. While Mr. Moore was still present, Carol asked if the city had a list of companies that handled erosion. He was unaware but did say to call and see if the city had any information to help.
Mulching will start in the park areas as well as irrigation opening. In Parasol park a bush had to be removed as it was blocking access to the irrigation system. The filled sink hole with the help of a resident, Mr. Ackerman, is holding nicely. The dirt provided was about 40% clay. If anyone has the same issue at their house or sees it in common ground next to their house, Mr. Ackerman volunteered to discuss what he did so others can too.
Subdivision Issues
Recently, the HOA has received concerns about loud outdoor gatherings continuing late into the night in the area of the Long Gate and Country Field Court creek. Also, items such as aluminum cans and discarded furniture have been found in the creek. A letter was sent to all surrounding residents asking for parties to flow inside at 10pm and also reminding them dumping in the creek is illegal.
As stated earlier, letters have been mailed to residents about commercial signs in their yards reminding them of the city ordinance. Those residents who chose to ignore the letters are reported to Chesterfield.
