Board of Trustee Annual Meeting Minutes
October 22, 2020 – Chesterfield City Hall

 

Call to order

  • Board President Scott Eiler called the meeting to order at 7:31pm.  Trustees Kevin Pfarr, Bill Thanner, Tracey Thrasher were present along with 12 homeowners.
  • Discussed deer hunting again in the neighborhood on common ground.  The following motion was brought forth by Scott and seconded by Kevin:
    • Move that trustees of MF-CE subdivision approve agreement with Whitetail Solutions for supervised bow hunting with agreed to parcels, dates, times, and conditions including and not limited to Whitetail solutions notify contiguous homeowners and provide acceptable insurance and meeting conditions of Chesterfield deer hunting program.
      • Motion passed with 3 votes (1 via proxy).

  • Allowed Suburban Bow Hunters to talk to the homeowners about their deer hunting efforts.  They are working with homeowners in another subdivision next to ours to hunt on their land.
  • Talked about how issues that come up within the neighborhood that we try to defer to the City of Chesterfield to address.  Most of the time this works out.
  • Reviewed the Home / Property Improvement Applications.  2020 was 16 applications, while the prior years were 8, 7, 8, 17, and 5 in 2015.
  • The fence at Country Ridge and Baxter has been replaced.  The original contract was found and they replaced the fence from the same manufacturer.  This reduced the cost of replacing the entire fence.
  • Reviewed the financial statements.  Talked about where the majority of expenses go; electricity, grass cutting, and common ground maintenance. 
  • Discussed the number of homeowners that have outstanding assessments due.  The following motion was brought forth by Scott and seconded by Tracey:
    • Move that the trustees of MF-CE pursue any and all past due assessments and fees from homeowners.  Starting with those homeowners overdue by 3 years or more on Jan 1, 2021. Actions to include issuing demand letters and applying and and all legal resources available to the subdivision.  This also authorizes the trustee to engage legal counsel and other agencies as deemed prudent in pursuit of past due amounts.
      • Motion passed with 4 votes (1 via proxy).
  • Homeowner forum
    • Dead tree on Baycrown Ct cul-de-sac.
    • What are the trustees doing about cul-de-sac keep up? For example Baycrown Ct.
    • Homeowner did not like how the dead tree removal was done in the common ground near their home.
    • Monument lights at Country Ridge Dr and Baxter are not working again.
    • The planting at Country Ridge Dr and Baxter are not as nice as they could be.
  • There was not a need for a vote as there was no one on the ballot for the two open positions.  
  • The current assessment remains unchanged at $120.00 for 2021.
  • The following motions were made at the end of the meeting:
    • A motion was made to appoint Linda Walp for 1 year to an open position.
      • Motion passed with 3 votes (1 via proxy)
    • A motion was made to appoint Scott Eiler for 1 year to an open position.
      • Motion passed with 3 votes (1 via proxy)

 

Meeting was adjourned at 8:47pm
